In July 2012 California Gov. Jerry Brown signed the Homeowner Bill of Rights to curb aggressive foreclosure practices by banks amid the ongoing housing crisis. The measure required banks to prove they owned the mortgage before foreclosing and banned dual-track foreclosures.
